BusConnects - Further Information on making a submission

Following on our earlier notice concerning how to make an observation to An Bord Pleanála concerning the proposed Templeogue/Rathfarnham to City Centre Core Bus Corridor Scheme, a summary of the key proposals as they affect Terenure appears below the following message:

 

Important Information for Property Owners Affected by CPO and Interested Parties

There are two separate applications by the NTA to An Bord Pleanála - one relating to the Templeogue/Rathfarnham to city Centre Core Bus Corridor Scheme and the other relating to the CPOs for the purposes of the scheme.

Templeogue/Rathfarnham to City Centre Core Bus Corridor Scheme (ABP – 316272-23)

Templeogue/Rathfarnham to City Centre Core Bus Corridor Compulsory Order 2023 (ABP – 316377-23)

Affected property owners are strongly advised to make submissions to both applications. Any interested parties can make separate objections to either or both applications.

Closing date for submissions is 5.30pm, 15th August 2023 and should be accompanied by 50

(Owners or Occupiers of land subject to a CPO can make an observation to this application free of charge, but all observations submitted to the main scheme application must be accompanied by a fee).

Note also that you can only be party to one observation to each application - any subsequent observations that include you as a named party to the observation will be disregarded.

Proposals include the following

  • Bus Gate Locations
    • Templeogue Road at Olney Grove (6am -8pm). No general traffic inbound beyond Olney.
    • St Mary’s School on Rathmines Road Lower (6am -8pm)). No through inbound or outbound general traffic.

 

  • Rathgar Road to become one way inbound. Outbound general traffic to go via Upper Rathmines Rd/Highfield Road or Grosvenor Road/Kenilworth/Rathgar Ave or Leinster Road, Harolds Cross etc.

 

  • Right/Left turn bans/changes
    • No left turn onto Templeogue Road from Olney during bus gate operation.
    • No right turn onto Templeogue Road from Fergus Road during bus gate operation.
    • No right turn from Templeogue Road into Rathdown Avenue and Rathdown Park.
    • No right turn from Greenmount Road onto Terenure Road East.
    • Re-opening of right-hand turn from Templeogue into Springfield Avenue.
    • Introduction of right-hand turn from Rathfarnham Road into Terenure Road East – bus/taxi/cycle only

 

  • Compulsory Purchase Orders for Road Widening -See maps 1,2,3 below.
    • Rathfarnham Road (33 properties ).
    • Terenure Road East (27 properties). 

 

  • Protected Structures: Several protected structures on Terenure Road East are affected by CPOs (inc nos.52,54,56,58,59,61,63,65,67,71,74,76,78).

 

  • Kimmage to City Centre Core Bus Corridor: While this corridor does not structurally affect Terenure Village, and has not been formally applied for yet, the proposed Bus Gates between the KCR and Harold’s Cross Park means that there will be no direct route to the city via Kimmage, and much of the south city bound traffic will be redirected via Terenure Road West or Springfield Avenue, then through to Terenure.

 

  • Access to the City Access to the city from Terenure area will be via Harold’s Cross or Ranelagh routes due to the Bus Gates in Rathmines and Kimmage.

 

  • Traffic: Due to rerouting and road closures, it is anticipated that many roads will experience an increase in traffic. EIARs have not taking into account the cumulative effect of the Kimmage route together with the Templeogue/Rathfarnham Scheme.

 

  • Bus Priority Signalling Locations (this is to allow the bus to advance before general traffic).
    • Templeogue Village in each direction.
    • Rathfarnham Road/Bushy Park Rd/Rathdown Park junction.
    • Terenure Cross Roads for bus-only right turn onto Terenure Rd East.
    • St Joseph’s Church, outbound on Terenure Road East.

 

  • 30KPH continuous speed limit from Rathfarnham Road (Rathfarnham Castle) through Terenure to the City centre.

 

  • Cycling:
    • Cycle track through Bushy Park as currently exists.
    • ‘Quiet Street’ treatment on Rathdown Drive, Rathdown Crescent and Rathdown Park.
    • New cycle lanes in each direction on Rathfarnham Road, Terenure Road North and outbound from Templeogue Road to link with Rathdown Crescent.
    • ‘Quiet Street’ treatment proposed along Wasdale Park/Grove and Victoria Road with a short outbound cycle lane on Bushy Park Road from Wasdale Park.
    • No cycle lanes on Terenure Road East.

 

  • Bus lanes
    • Templeogue Road – outbound only to Bushy Park, then in both directions to Templeogue Village.
    • Terenure Road East - both inbound and outbound
    • Rathfarnham Road - both inbound and outbound
    • Terenure Road North/West – no bus lanes.

 

  • Other
    • There are fewer bus stops and reduced on-street car parking.
    • There will be removal of mature trees and greenery, however, replanting is promised.
    • There are new bicycle stands proposed and special paving for footpaths in the village area.

BusConnects - Making an observation to An Bord Pleanála

The National Transport Authority has made a Statutory Planning Application to An Bord Pleanála (ABP) for the Templeogue/Rathfarnham to City Centre Core Bus Corridor Scheme. The closing date for receipt of observations has been extended to 15th August 2023

In order to support residents who wish to make an observation, Terenure Residents Association (TRA) invited Tom Philips (Chartered Town Planner and Urban Designer) to speak at a TRA meeting on 13/6/2023. Below are some helpful points relating to this development and making an observation.

The BusConnects Templeogue/Rathfarnham Scheme is a Statutory Infrastructure Development (SID). SIDs are developments that contribute significantly to meeting the objectives of the National Planning Framework, or contribute significantly to spatial and economic strategy for the area, or have a significant effect on more than one planning area. SID applications are made directly to An Bord Pleanála. 

 

Making an observation:

You must make your observation in writing to An Bord Pleanála, either by letter or using the online portal at  

    https://online.pleanala.ie/en-ie/sid/observation.

Make clear as to which application your observation is referring e.g. 

    "BusConnects - Templeogue/Rathfarnham to City Centre Bus Corridor Scheme".

Submit your observation by the deadline - 5.30pm on 15th August 2023.

Pay €50 fee.

 

What can I put in my observation?

Your observations must be based on planning considerations, not on personal likes or dislikes or grievances.

Planning considerations include:
·        National and regional guidelines and ministerial directives.
·        Policies and objectives of the development plan.
·        Policies and objectives of any local plan.
·        Local considerations – effects on the area such as parking, traffic, amenity.
·        Public health
·        Environmental issues – need for the scheme, consideration of alternatives, impacts of scheme, etc.
·        Other material planning matters

 

Some tips:

·        Keep your submission short and focused on key points
·        Try not to be emotive
·        Use illustrations/photographs where possible
·        Attach supporting documents at the end.
